You'll never require more than bandos/ barrows for OSRS gold slayer tasks. If you need lvl 80 weapons I would suggest to buy chaotic weapons and use your money for other things. I think people should be able to only purchase the weapons at lv 90 when they've got cash on hand. But it's your choice. With regard to bolts, it is possible to now attach any bolt to any bow.
